Stronger Together – Conference report
2020 was the anniversary year of Resolution 1325, which turned 20 years old. This was celebrated by Operation 1325 with a digital conference “Stronger Together” with representatives from Turkey, Yemen, Palestine and Albania, decision-makers, the civil society and the general public. Each country was designated one day to discuss current challenges and solutions.

In the autumn of 2020, Operation 1325, together with our partner organizations, produced policy papers on how Sweden can contribute to the implementation resolution 1325 in 10 different countries. See the land specific policy papers below.
Women count (2020)
This report covers the Swedish government authority’s activities for 2018, which falls under Sweden’s third National Action Plan for Women, Peace and Security, 2016–2020. In 2020, as we reflect on 20 years of work toward implementing the Women, Peace and Security agenda, Sweden will also begin work developing its fourth National Action Plan for Women, Peace and Security. Therefore, we see this year’s Women Count monitoring report as a particularly important opportunity for Swedish civil society to hold the Swedish government and its agencies accountable for implementing the Women, Peace and Security agenda in a truly transformative way and for boosting the role of civil society.
Young women mediators Handbook (2020)
Palestinian Centre for Peace and Democracy och Operation 1325 har publicerat en handbok tillsammans baserat på erfarenheterna från verksamheterna Young Women Mediation School och Styrelsetraineeprogrammet. Vi delar berättelser, planeringar och goda exempel på engagemang över generationsgränserna.
Women Count Turkey (2018)
This report presents data on the situation of women in Turkey from a women, peace and security perspective, and highlights the intersectionality of women’s problems. The report briefly introduces the state of affairs in Turkey, with particular focus on the peace and security agenda, and thereafter describes the legal and policy framework. The report uses indicators from the monitoring model of the Women Count project developed by the Global Network of Women Peacebuilders.
Women Count Albania (2017)
The UN Security Council Resolution (UNSCR) 1325 on Women, Peace and Security was adopted in 2000 and is binding on all UN member states. Despite this, a lot of work still needs to be done before it can be said that the resolution has been implemented worldwide. Women are still underrepresented in governments and peace negotiations, still exposed to sexual violence in conflict situations, and the security of girls and women is still regarded as a women’s issue rather than a security issue.
The 1325 Toolkit(2015)
The purpose of the 1325 TOOLKIT is to offer a simple and useful resource on how to contribute towards increasing women’s participation, protection and empowerment in conflict and post-conflict areas. A resource for international mission personell, national officials and security sector staff, NGO-workers and activists – or everyone who works for the reformation and improvement of the security sector. Since context and mandate might vary significantly, not all suggestions and examples presented in this booklet are relevant and useful for everybody in every given situation, but take your time and read with an open mind and let it be of guidance and inspiration to your own work and efforts.
Security Council Resolution 1325: Civil Society Monitoring Report (2011)
Under sommaren 2011 genomförde Operation 1325:s samordnare Emma Johansson och åtta sommarpraktikanter en granskning av hur Sverige når upp till de 16 indikatorer som EU har satt upp som mätinstrument för att se hur resolution 1325 uppnås.
EU:s 16 indikatorer utgår från olika delar av resolution 1325, och är ett instrument för att analysera hur långt ett land har kommit i implementeringen av resolution 1325. Som ett verktyg för att se Sveriges situation gjorde därför Operation 1325 en kartläggning på hur läget ser ut här.
I resultatet syntes det att Sverige ligger bra till när det gäller ett stort antal indikatorer, som exempelvis kvinnors deltagande i politiska och konstitutionella sammanhang. Sverige får dock kritik av författarna när det gäller kvinnors representation i fredsbevarande uppdrag och säkerhetssektorn. Den fullständiga rapporten är tillgänglig i denna sidas övre högra hörn.

Women as peace agents (2006)
Under 2004 började Operation 1325 utveckla en stegvis utbildningsstrategi som ger varje kvinna möjlighet att ”göra något för freden”. Utbildningen har som övergripande mål att steg för steg ge kunskaper, erfarenheter och kompetens för kvinnor som vill engagera sig som fredsagenter på olika nivåer. Poängteras bör att utbildningens innehåll och metoder inte enbart är framtagna av Operation 1325. De är resultaten av att kvinnor från olika fraktioner och stridande parter i konfl iktområden – Balkan, Sydafrika, Indien och Mellanöstern – har deltagit i olika kurser och workshops. De har skaffat sig kunskaper och redskap att arbeta för mänskliga rättigheter, jämställdhet, demokrati, ickevåld och fredliga relationer – både i den närmaste omgivningen och internationellt. Det är dessa erfarenheter som ligger till grund för en fredsagentutbildning i flera steg. Eftersom deltagarna ”äger” processen har det varit möjligt att använda samma utbildningsmodeller i olika länder och kontexter.
